Logistics Industry Furious at Lorry Peak Hour Bans in Klang Valley
The government’s initiative to ban heavy vehicles during peak hours in Klang Valley has sparked outcry amongst the logistics players, according to The Star.
This is following the Malaysian Highway Authority’s (LLM)’s Facebook post regarding the new road restrictions targeting heavy vehicles. Class 2 and 3 vehicles are prohibited from entering 4 highways during 6.30am and 9.30am and 4.30pm to 7.30pm on weekdays.
The 4 highways include Duta-Ulu Kelang Expressway (DUKE), Ekspresway Lingkaran Tengah (Elite), North Klang Valley Expressway (NKVE) and North-South Expressway (NSE).
Buses, refuse trucks and public cleaning vehicles, emergency services and highway maintenance trucks are excluded from the ban.
Once The Association of Malaysia Hauliers caught wind, they were so outraged they slammed back at the authorities, stating that the authorities didn’t engage with them and other stakeholders on the restrictions. They’ve also said that the ban may affect up to 1,000 of the committee members.
Executive secretary Mohamad Azuan Masud stated that the current movement restrictions have already given longer working hours for drivers, resulting in poor productivity from long wait times.
In an interview with The Star, the secretary gave an example on how this could burden the industry. "For example, if a haulier needs to deliver an empty container from Port Klang to a factory in Bentong in the morning, the driver must leave before the road ban starts, but will arrive too early while the factory is still closed, leading to longer waiting time.
"If the driver waits until the restriction period ends, the delivery will be delayed. This will lead to supply chain inefficiencies, making the industry less productive," he told The Star.
Azuan said that the container haulage was a matter of national interest and that any disruption to the supply chains will hinder the national economy. He elaborated that hauliers were vital in the import-export ecosystem during COVID-19’s MCO lockdown.
Users online have also been vocal about the situation, especially with Firdaus Abd Latiff as he posted a Facebook post mocking the new restrictions.
"Easier to just allow heavy vehicle movements just on weekends, right? Movement restrictions starting 4.30pm? Do you think lorries work office hours only? Congrats to whoever drew up this regulation," he wrote in the post.
"We are already paying Class 2 and 3 toll rates, and we still don't get appreciated," he added.
An LLM official stated that they will discuss with the hauliers and affected stakeholders before the JPJ and police enforce the ban. Meanwhile, the concessionaire of 3 aforementioned highways (NSE, Elite and NVKE), PLUS Malaysia, said that it would respond today.
