New Special Permit Now Needed for Diesel Purchases that Exceed the Limit
The Domestic Trade and Cost of Living Minister, Datuk Armizan Mohd Ali, has announced a new initiative that allows qualified individuals, small businesses, and organisations to apply for a special permit to buy diesel beyond standard limits.
This permit is for authorized uses only, such as agriculture and livestock operations, and not for resale. Applicants must submit a confirmation letter from relevant agencies and apply through the Special Permit System on the KPDN portal. For agricultural purposes, the purchase limit is 200 litres per day at petrol stations.

Farmers and livestock operators
Small businesses
Organisations with specific operational needs
Qualified entities operating in sectors such as agriculture, logistics, and transportation
The government is also maintaining subsidised diesel prices through initiatives like the Subsidised Diesel Control System (SKDS). Under SKDS 2.0, logistics vehicles benefit from a subsidised price of RM2.15 per litre, while SKDS 1.0 continues to offer RM1.88 per litre for land public transport vehicles and RM1.65 per litre for fishermen. Additionally, the Budi Madani program provides RM200 monthly cash aid to smallholder farmers and private diesel vehicle owners, helping them offset fuel costs.
